Correctional Facility LED Tube Technology for Maximum Cost-Effective Energy Savings and Maximum Safety

We are the first provider an energy saving light-emitting diode solution specifically with Correctional Facility LED tube hazard prevention technology. Our Prison LED tubes do not include metal or glass, both of which have the potential to be weaponized by prisoners. These LED prison tubes are also ideal for facilities such as schools with at-risk students and rehabilitation centers. For locations such as psychiatric facilities these LED tubes are also ideal to prevent patients from hurting themselves. The Hazard Prevention Tube (HPT) intentionally includes the words “Hazard” and “Prevention”, to reinforce the advantages for facility operators to prevent hazards to staff as well as inmates.

Correctional Facility LED Tube

This LED prison light solution was initially designed to meet the needs of the California Department of Corrections and Rehabilitation (CDCR) to address energy savings and safety. When it comes to replacing a conventional fluorescent tube system in your correctional facility, the Correctional Facility LED tube is the top choice for state-of-the-art and cost-effective illumination. This Correctional Facility LED tube page of our website includes highlights below, and for more information on this product, see the HAZARD PREVENTION TUBE Specification Sheet. Correctional Facility Air Conditioning Optimization

Air conditioning and lighting are the two largest consumers of electricity for commercial and institutional facilities, making them natural “siblings” for operating cost reduction. Independence LED Lighting is pleased to offer advanced Air Conditioning Optimization through our strategic partnership with the Energy Intelligence Center. The proven algorithm technology “tunes” existing equipment without disruption or any upfront costs, and it integrates with existing Building Management Systems (BMS).

HIGH DEMAND for the Correctional Facility LED tube based on HIGH INCARCERATION LEVELS:

About 2.3 million people were incarcerated in the United States, at a rate of 698 people per 100,000. Total US incarceration peaked in 2008. Total correctional population (prison, jail, probation, parole) peaked in 2007. In 2008 the US had around 24.7% of the world’s 9.8 million prisoners. Source

As the global population grows so too does the number of inmates at public and private sector prisons. Safety and energy savings are key for prison operators to control costs of electricity bills and health care.

The Bureau of Justice Statistics has collected annual counts of deaths in federal prisons, by cause of death, as part of the National Prisoners Statistics (NPS) program since the 1970s. While the cause of death categories are slightly different than those used for the Mortality in Corrections Institutions (MCI) collections from state prisons and local jails, these data may be useful for comparative purposes. STAB WOUND IMPACT:

The injury potential and lethality of stab wounds: a Folsom Prison Study.

The morbidity and mortality of stab wounds is unknown since much of the data is unobtainable. Folsom Prison, a closed system with respect to population at risk and medical care, represents a unique situation where all stab wounds and subsequent care are accounted for. A retrospective review of stabbing incidents at Folsom Prison identified 751 wounds in 270 prisoners. Overall mortality was 3%. Thirty-five per cent of the victims were hospitalized. The overall chance of serious injury, defined as an assault victim requiring more than cleansing and suturing of his wounds, was 25%. The most common procedures were tube thoracostomy (performed 36 times) and celiotomy (performed 31 times). We believe that this is the first study of its kind involving a closed population to accurately assess the overall morbidity and mortality of stab wounds. The 3% mortality and the 25% requiring a procedure beyond suturing reflects the low injury potential long clinically suspected in stab wounds. Source

Correctional Facility LED Tube technology, specifically our Hazard Prevention Tube (HPT), cannot solve all of the problems of prison stab wounds and the accompanying health costs associated with caring for inmate victims of stab wounds. However, by eliminating glass and metal from the LED prison tube, this type of Correctional Facility LED Tube at least reduces the number of materials that inmates can use to make a “shiv” or knife-like weapon to injure or kill other inmates or prison guards.

SUICIDE IMPACT:

Suicide in Prisons: International Study of Prevalence and Contributory Factors

Where there was breakdown by sex 93% were in men and 7% were in women. Nordic countries had the highest prison suicide rates of more than 100 suicides per 100 000 prisoners apart from Denmark (where it was 91 per 100 000), followed by western Europe where prison suicide rates in France and Belgium were more than 100 per 100 000 prisoners. Australasian and North American countries had rates ranging from 23 to 67 suicides per 100 000 prisoners. Source

Correctional Facility LED Tubes with the Hazard Prevention Tube (HPT) advantages cannot solve the problems of prison suicides. However, by eliminating glass and metal from the LED prison tube, this type of Correctional Facility LED Tube at least reduces the number of materials that inmates can use to make a “shiv” or knife-like weapon to injure or kill themselves.

MAINTENANCE COST IMPACT:

Conventional lighting requires more maintenance than the latest generation of Correctional Facility LED Tube technology, given that fluorescent tubes burn out more quickly than long-lasting LED fluorescent tube replacements. The fluorescent tube maintenance is inconvenient and potentially dangerous to facility personnel, given that tools are required in some cases for opening fixture lens covers and/or replacing ballasts. Inmates often need to be relocated while maintenance is performed which adds to prison operating costs. Due to the long mean-time-between-failure (MTBF) that properly designed LED fixtures provide, the maintenance costs are dramatically reduced by Correctional Facility LED Tube technology with the hazard prevention advantages.

As the population of the US and the world increases along with the number of prisoners, Independence LED Lighting offers lighting solutions to meet energy and sustainability goals as well as safety criteria.

What can you expect for energy savings?

Answer: 50% or More Savings

Our Independence LED Lighting team first started working on lighting for Correctional Facilities in 2015 with Correctional Facility LED Tube technology.

Lauderdale County Detention Facility

Location: 2680 Sellers Drive Meridian, MS 39301

LED Prison Lighting Installation: Q2 2015

Opportunity for LED Prison Lights: In Mississippi, the Lauderdale County Detention Facility faced the same energy challenges as other facilities around the U.S. They demonstrated leadership by replacing the existing 4’ 32 watt T8 fluorescent tubes, running 24/7 for 8,760h/year with long lasting energy saving 15 watt LED tubes. At $.085/kWh, the T8 tubes cost $23.83 each per year to operate. Locally based, Southern LED Solutions, sourced the tubes from Independence LED to cut electricity cost by over 50%.

LED Prison Lighting Case Study Results: By reducing the tube wattage by an average of 53%, the annual savings is 148.92 kWh and $12.66 per tube every year. Over the 10 year life of the LEDs the energy savings is over $126 for every tube, plus about 2,000 lbs in CO2 emission reduction. That adds up to a ton of pollution reduction for each fluorescent tube replaced with the LED technology. This Correctional Facility LED Tube is covered in the LED Case Study for Corrections Facility

Does the Correctional Facility LED Tube Have Any Disadvantages?

Only one: The initial cost is higher than the fluorescent tube that it is replaces. However, the 50% or higher savings on energy generates a payback that typically comes in less than two years. Utility companies in most cases offer rebate incentives that reduce the initial cost and accelerate the payback time on Correctional Facility LED Tube retrofit projects. Since 2010, Independence LED Lighting has also developed strategic partnerships with multiple financing companies, so public or private sector prisons can choose $0 upfront cost solutions, where the monthly payments on a portion of the savings generate cash flow positive results.

With a non-glass and non-metal construction our Correctional Facility LED Tube is the first choice in LED prison light tubes. Whether it is to replace an existing fluorescent tube system or part of a new construction project, the unique hazard prevention design of our Correctional Facility LED Tube is the best option for prison light solutions.
